Technical Balance Adjustments

- Last Word silence duration: 0.75/1/1.25/1.5s.
- Multicast: Proc chances reduced for x2, x3, and x4 instances.
- Rearm: Includes a 15/10/5s hidden cooldown to prevent infinite chaining.
- Feast: Capped at 1/2/3/4% HP for ranged heroes.
- Greater Bash: 10% proc chance for ranged heroes.
- Dispersion: 6/8/10/12% damage reduction for STR heroes.
- Essence Shift: 50% effectiveness for ranged heroes.
- Cooldown restriction: Spells with ≤3s cooldowns will not trigger proc-based passives like Aftershock or Fiery Soul.
